Por qué estamos publicando Propia

A medida que los gobiernos digitalizan identidad, licencias, títulos, registros y otros documentos oficiales, aparece un problema que no se resuelve solamente con mejores credenciales: cada institución necesita una forma confiable de saber quién puede emitirlas, bajo qué autoridad y si siguen siendo válidas.

Hoy, esa confianza suele resolverse mediante consultas directas, integraciones entre sistemas o acuerdos entre instituciones. Es un modelo que puede funcionar en pequeña escala, pero que se vuelve cada vez más difícil de sostener cuando participan cientos de organismos, distintos proveedores y múltiples jurisdicciones.

Propia parte de una tesis sencilla: las instituciones no necesitan compartir sus bases de datos ni adoptar las mismas reglas para poder confiar unas en otras. Necesitan una infraestructura común que permita verificar esa confianza de forma independiente.

A partir de esa idea, Propia propone una arquitectura abierta para que gobiernos e instituciones puedan mantener su propia autoridad y sus propios sistemas, mientras comparten una forma común de verificar emisores, credenciales y estado.

El problema de fondo

Las instituciones verifican los mismos hechos una y otra vez. Una persona que ya fue identificada por el Estado puede tener que presentar información similar ante una universidad, un banco, un empleador o cualquier otro organismo, y cada verificación puede requerir nuevas integraciones, consultas al emisor y copias de datos.

Las credenciales verificables permiten reutilizar esa verificación. Una institución autorizada puede comprobar un hecho y emitir una credencial firmada que luego puede ser presentada ante otros verificadores, quienes pueden comprobar su autenticidad, el emisor y su estado actual sin volver a consultar al emisor en cada ocasión.

Pero para que esto funcione a escala queda una pregunta fundamental: ¿cómo sabe un verificador que una institución está autorizada para emitir una determinada credencial y que esa autorización sigue vigente?

Una infraestructura común, sin centralizar la autoridad

Los estándares abiertos ya definen cómo emitir, firmar y presentar credenciales. Lo que no resuelven por sí solos es cómo verificar quién está autorizado a emitirlas, bajo qué reglas, qué claves controla y cuál es su estado actual.

Propia proporciona esa infraestructura común. Las credenciales y los datos personales permanecen entre emisores, titulares y verificadores, mientras el estado público permite comprobar de forma independiente las autorizaciones, las claves y el estado de las credenciales.

Esto reduce la dependencia de consultas directas al emisor, evita integraciones duplicadas y permite que una institución pueda utilizar una credencial emitida por otra sin acceder a sus sistemas internos.

Interoperabilidad sin perder soberanía

Una jurisdicción no necesita adoptar las reglas de otra para que sus credenciales puedan verificarse fuera de sus fronteras. Un gobierno puede emitir una credencial de identidad, una universidad utilizarla para emitir un título y un organismo regulador utilizar ambas para emitir una habilitación, mientras cada institución mantiene sus propios criterios y responsabilidades.

La infraestructura común permite que esas credenciales puedan componerse en procesos de otras instituciones sin crear una nueva integración para cada relación.

Diseñada como infraestructura abierta

Una infraestructura que puede permanecer en uso durante décadas no debería depender de un proveedor, una aplicación o una administración.

Por eso Propia plantea especificaciones e implementación abiertas, verificación independiente, derecho de salida y gobernanza transparente. La blockchain se utiliza para hacer verificable el estado común de los registros, no para almacenar credenciales ni datos personales.

El código se publica próximamente: cualquiera podría auditarlo, ejecutarlo y comprobar por sí mismo que la implementación cumple con lo especificado.

Propia se publica como una propuesta abierta, no como un producto cerrado. Queremos discutirla, mejorarla y construir sobre ella junto a los gobiernos, organismos públicos, universidades, reguladores y proveedores que van a emitir y verificar las credenciales del futuro.

Why we are publishing Propia

The whitepaper describes how Propia works. This article explains why we believe it is needed.

As governments digitalize identity, licences, diplomas, records and other official documents, a problem appears that better credentials alone do not solve: every institution needs a reliable way to know who is allowed to issue them, under whose authority, and whether they are still valid.

Today, that trust is usually established through direct queries, system-to-system integrations or bilateral agreements between institutions. It is a model that can work at a small scale, and one that becomes progressively harder to sustain once hundreds of agencies, several vendors and multiple jurisdictions are involved.

Propia starts from a simple thesis: institutions do not need to share their databases or adopt the same rules in order to trust one another. What they need is common infrastructure that lets them verify that trust independently.

Building on that idea, the whitepaper proposes an open architecture in which governments and institutions keep their own authority and their own systems, while sharing a common way to verify issuers, credentials and status.

That is the problem this piece sets out to explore.

The underlying problem

Institutions verify the same facts over and over. Someone already identified by the state may have to submit similar information to a university, a bank, an employer or any other agency, and each verification can require new integrations, callbacks to the issuer and additional copies of personal data.

Verifiable credentials make that verification reusable. An authorized institution can establish a fact and issue a signed credential, which can then be presented to other verifiers, who are able to check its authenticity, its issuer and its current status without going back to the issuer on every occasion.

But for this to work at scale, one fundamental question remains: how does a verifier know that an institution is authorized to issue a given credential, and that the authorization still holds?

Common infrastructure, without centralizing authority

Open standards already define how credentials are issued, signed and presented. What they do not settle on their own is how to verify who is authorized to issue them, under which rules, which keys they control, and what their current status is.

Propia provides that common infrastructure. Credentials and personal data remain between issuers, holders and verifiers, while the public state allows authorizations, keys and credential status to be checked independently.

This reduces the reliance on direct callbacks to the issuer, avoids duplicated integrations, and allows one institution to rely on a credential issued by another without any access to its internal systems.

Interoperability without giving up sovereignty

One jurisdiction does not need to adopt the rules of another for its credentials to be verifiable beyond its borders. A government can issue an identity credential, a university can rely on it to issue a diploma, and a regulator can rely on both to issue a licence, while each institution keeps its own criteria and its own responsibilities.

Common infrastructure allows those credentials to compose into the processes of other institutions without building a new integration for every relationship.

Designed as open infrastructure

Infrastructure that may remain in use for decades should not depend on a single vendor, a single application or a single administration.

That is why Propia commits to open specifications and open implementation, independent verification, exit rights and transparent governance. Blockchain is used to make the common state of the registries verifiable, not to store credentials or personal data.

Propia is published as an open proposal, rather than a closed product. We want to discuss it, improve it and build on it together with the governments, public agencies, universities, regulators and vendors that will issue and verify the credentials of the future.

When a government team starts designing a digital identity program, the reference cases arrive quickly and all at once: Estonia is held up as the model, India as the proof that it works at scale, the Nordics as the example of a system people actually use every day. All three are genuinely successful, and the useful observation is that they disagree with each other on nearly every design decision that matters.

That disagreement is the interesting part. Each country answered a different question first, and the answer to that first question determined everything downstream — who issues the identity, who operates the infrastructure, who pays for it, and what happens to a citizen who does not want to participate. Understanding which question each country answered first is far more useful than importing any one of them wholesale.

Estonia: the state issues, and the state runs the rails

Estonia made identity a state obligation and built the exchange layer to match. The electronic ID card has been mandatory for citizens and residents since 2002, and roughly 99% of the population holds one. Around 90% of Estonians use e-services regularly, about 98% of tax declarations are filed online, and effectively the whole catalogue of public services is available around the clock.

The part that gets copied less often, and matters more, is X-Road — the data exchange layer that lets agencies query each other’s registries directly, with every request logged and attributable. It is what makes the once-only principle enforceable rather than aspirational: because the tax office can ask the population registry directly, nobody has to carry a certificate between counters. X-Road is now deployed in more than twenty countries, which makes it the single most portable component of the Estonian model.

The bet: that a small, high-trust country can mandate a state credential and get near-universal adoption without a fight.

What it cost: mandatory participation is politically expensive, and it is the piece that transfers worst. It also assumes a population registry clean enough to build on, which is a much larger precondition than it sounds.

The transferable lesson is architectural rather than political, and it is one we explored with Gustavo Giorgetti in our conversation on federalism as an interoperability advantage: what makes X-Road work is not that Estonia is centralized, but that the exchange layer carries institutional trust. Argentina’s provinces are building comparable ecosystems without a unitary state to impose them.

India: solve for scale first, layer the rest on top

India inverted the order. Rather than start with a credential and a legal framework, it started with the largest possible base of unique, verifiable identity and treated everything else as a layer to be added afterward. Aadhaar now covers more than 1.44 billion residents, and authentication runs at a volume with no real precedent: over 27 billion authentication transactions in a single fiscal year.

That base became the floor for India Stack: payments (UPI, which processed 21.7 billion transactions in January 2026 alone), paperless document exchange (DigiLocker, eSign), and consented data sharing. The design principle is that identity is infrastructure rather than a product — a public rail that private services build on, which is precisely why the payments layer scaled the way it did.

The bet: that reaching everyone first, with the thinnest possible credential, unlocks more value than a richer credential that reaches fewer people.

What it cost: the privacy and exclusion debates that follow a centralized biometric database are real and ongoing, and much of the later architectural work has been about adding consent, minimization, and purpose limitation to a system that did not start with them. Sequencing scale ahead of governance means retrofitting governance.

The transferable lesson is the layering discipline: identity, payments, and data exchange as separate public rails that anyone can build on. Manuel Aguilera of the Centre for Digital Public Infrastructure made exactly this argument for the region in why Latin America should stop building alone — Brazil’s PIX is the clearest regional proof that the layered model travels.

Denmark: the banks were already there

Denmark answered a different question: where do citizens already prove who they are, every week, without being asked twice? The answer was online banking, so the Danish system was built as a public-private partnership with the banks. MitID has around 5.5 million registered users, roughly 87% of Danish adults use it at least weekly, and the app averaged 3.3 million monthly active users in June 2026. It works for taxes, health records, and public services, and equally for private banking and insurance, which is why it is used weekly rather than annually.

Denmark is now taking the next step. In June 2026 it launched AltID, one of the first official digital identity wallets in the EU, holding an ID card and an age certificate locally on the device rather than in a central store. Adoption is early — roughly 230,000 downloads by late July, about 4% of the MitID base — and the direction is what matters, because it moves proof of age and identity to the phone with the citizen holding the data. That shift is the subject of our June edition on privacy-preserving age verification.

The bet: that adoption follows daily utility, so the fastest path to a national identity is the one that runs through where people already are.

What it cost: shared governance with private institutions, and a dependency on a banking sector concentrated and cooperative enough to act as one counterpart. In a market with hundreds of fragmented institutions, the same partnership is far harder to assemble.

What travels to Latin America, and what does not

Travels well: the exchange layer. Every one of these systems works because agencies can query each other rather than making the citizen carry documents between them. This is the single highest-value component, it is politically far cheaper than a mandatory national credential, and it is the piece a province or a municipality can start on without national legislation.

Travels well: layering identity as public infrastructure. Treating identity, payments, and document exchange as separate rails that private services can build on is what turned India’s investment into an ecosystem. Brazil demonstrated the same effect with PIX.

Travels well: designing for daily use. Denmark’s lesson is the cheapest to apply and the most often ignored. A credential used once a year for taxes never becomes infrastructure, so the question worth asking early is which weekly interaction the system can attach itself to.

Travels badly: the mandate. Estonia’s near-universal adoption rests on a legal obligation and a level of institutional trust that cannot be legislated into existence elsewhere. Programs that copy the mandate without the trust get the compliance costs and none of the adoption.

Travels badly: centralizing biometrics first and governing later. The retrofit is expensive and the political cost compounds. The region has the advantage of arriving after this lesson was learned, and the current generation of standards makes it avoidable: a credential the citizen holds, presented selectively, with the issuer verifiable and the personal data never pooled.

The genuinely new option is that none of these three models has to be copied. All three were built before verifiable credentials matured into ratified standards, and each one solved with centralization or with legal mandate what can now be solved cryptographically. A jurisdiction starting today can get Estonia’s once-only principle without Estonia’s mandate, and India’s reach without India’s central database, because the credential travels with the citizen and any office can verify it independently. That compounding is the subject of how the layers of a trust stack build on each other.

Worth reading this week

The EU digital identity wallet deadline is the story to watch for the rest of the year. Every member state must offer at least one certified wallet by 24 December 2026, and current readiness assessments put fewer than a third of them on track. Denmark’s AltID is one of the first live examples, which makes its adoption curve the most informative public data point available on how citizens take up a wallet when it is genuinely offered.

The OECD Digital Government Outlook 2026 measures 36 members on the same progression these three countries illustrate: the average Digital Government Index rose from 0.61 to 0.70 between 2023 and 2025, with 74% of core digital public infrastructure components now in place. Its central recommendation — that governments require or strongly incentivize the use of shared building blocks instead of siloed agency projects — is the Estonian architectural lesson stated as policy.

The UN E-Government Knowledgebase remains the best free way to place any country against two decades of comparable survey data before deciding which model to borrow from.

Cuando un gobierno empieza a diseñar un programa de identidad digital, los mismos casos aparecen una y otra vez: Estonia como modelo, India como prueba de escala, los países nórdicos como ejemplo de un sistema que la gente usa todos los días.

Los tres funcionan. Y, sin embargo, toman decisiones muy distintas sobre casi todo lo que importa: quién emite la identidad, quién opera la infraestructura, quién la financia y qué ocurre con quien decide no usarla.

Ahí está lo interesante. No hay un modelo único que copiar. Cada país decidió qué problema resolver primero, y esa decisión terminó definiendo el resto del sistema.

Por eso, entender qué priorizó cada uno puede ser mucho más útil que intentar importar cualquiera de estos modelos entero.

Estonia: el Estado emite y el Estado opera las vías

Estonia convirtió la identidad en una obligación estatal y construyó la capa de intercambio a la medida. La cédula electrónica es obligatoria para ciudadanos y residentes desde 2002, y la tiene cerca del 99% de la población. Alrededor del 90% de los estonios usa servicios digitales de manera habitual, el 98% de las declaraciones de impuestos se presenta online y prácticamente todo el catálogo de servicios públicos está disponible las 24 horas.

Lo que menos se copia, y más importa, es X-Road: la capa de intercambio que permite a los organismos consultar directamente los registros de los demás, con cada consulta registrada y atribuible. Gracias a eso el principio de una sola vez se vuelve exigible en lugar de quedar en declaración: si la agencia tributaria le consulta al registro de población, nadie tiene que llevar un certificado de un mostrador a otro. Hoy X-Road está desplegado en más de veinte países, y es el componente más fácil de trasladar de todo el modelo estonio.

La apuesta: un país chico y con alta confianza institucional puede imponer una credencial estatal y aun así conseguir adopción casi universal.

Lo que costó: obligar sale caro en términos políticos, y es justamente la pieza que peor se exporta. Además da por sentado un registro de población lo bastante prolijo como para construir encima, que es un punto de partida mucho más exigente de lo que parece.

La lección que sí se traslada es arquitectónica antes que política, y la conversamos con Gustavo Giorgetti en nuestro episodio sobre el federalismo como ventaja de interoperabilidad: si X-Road funciona no es porque Estonia sea centralizada, sino porque la capa de intercambio transporta institucionalidad. Las provincias argentinas están armando ecosistemas equivalentes sin un Estado unitario que los imponga.

India: primero la escala, después las capas

India invirtió el orden. En vez de arrancar por una credencial y un marco legal, arrancó por la base más grande posible de identidad única y verificable, y dejó todo lo demás como capas para sumar después. Aadhaar ya cubre a más de 1.440 millones de residentes, y la autenticación corre a un volumen sin antecedentes: más de 27.000 millones de operaciones en un solo ejercicio fiscal.

Esa base terminó siendo el piso de India Stack: pagos (UPI, que movió 21.700 millones de operaciones solo en enero de 2026), circulación de documentos sin papel (DigiLocker, eSign) y datos compartidos con consentimiento. El criterio de diseño es tratar la identidad como infraestructura y no como producto: una vía pública sobre la que construyen servicios privados, y por eso la capa de pagos escaló como escaló.

La apuesta: llegar a todos con la credencial más liviana posible rinde más que una credencial más completa que alcanza a menos gente.

Lo que costó: los debates de privacidad y exclusión que arrastra una base biométrica centralizada siguen abiertos, y buena parte del trabajo posterior consistió en agregarle consentimiento, minimización y límites de propósito a un sistema que no nació con eso. Cuando la escala va antes que la gobernanza, la gobernanza se termina instalando a los golpes.

La lección que sí se traslada es la disciplina de capas: identidad, pagos e intercambio de datos como vías separadas sobre las que puede construir cualquiera. Manuel Aguilera, del Centre for Digital Public Infrastructure, planteó exactamente eso para la región en por qué América Latina tiene todo para ganar si deja de construir sola, y PIX en Brasil es la prueba más clara de que el modelo por capas funciona acá.

Dinamarca: los bancos ya estaban ahí

Dinamarca se hizo otra pregunta: ¿dónde prueba la gente quién es, todas las semanas, sin que haya que insistirle? La respuesta fue el home banking, así que el sistema danés nació como alianza público-privada con los bancos. MitID tiene unos 5,5 millones de usuarios registrados, cerca del 87% de los adultos daneses lo usa al menos una vez por semana y la app promedió 3,3 millones de usuarios activos por mes en junio de 2026. Sirve para impuestos, historia clínica y servicios públicos, y también para banca y seguros privados: por eso se usa todas las semanas y no una vez al año.

Ahora Dinamarca está dando el paso siguiente. En junio de 2026 lanzó AltID, una de las primeras billeteras oficiales de identidad digital de la Unión Europea, que guarda la cédula y un certificado de edad en el propio dispositivo y no en un repositorio central. La adopción recién arranca —unas 230.000 descargas a fines de julio, cerca del 4% de la base de MitID— y lo que importa es hacia dónde va, porque mueve la prueba de edad y de identidad al teléfono, con el dato en manos del ciudadano. De ese cambio hablamos en nuestra edición de junio sobre verificación de edad sin exponer la identidad.

La apuesta: la adopción viene detrás de la utilidad cotidiana, así que el camino más corto a una identidad nacional pasa por donde la gente ya está.

Lo que costó: compartir la gobernanza con instituciones privadas, y depender de un sector bancario lo bastante concentrado y cooperativo como para sentarse en la mesa como una sola contraparte. Donde hay cientos de instituciones dispersas, esa alianza es mucho más difícil de armar.

Qué sirve en América Latina y qué no

✅ Sirve: la capa de intercambio. Los tres sistemas funcionan porque los organismos se consultan entre sí en lugar de mandar al ciudadano a hacer de cadete. Es el componente de mayor valor, cuesta mucho menos en términos políticos que una credencial nacional obligatoria, y una provincia o un municipio puede empezar sin esperar una ley nacional.

✅ Sirve: pensar la identidad como infraestructura por capas. Tratar identidad, pagos e intercambio documental como vías separadas sobre las que construyen servicios privados fue lo que convirtió la inversión india en un ecosistema. Brasil consiguió el mismo efecto con PIX.

✅ Sirve: diseñar para el uso cotidiano. La lección danesa es la más barata de aplicar y la que más se pasa por alto. Una credencial que se usa una vez al año para impuestos nunca llega a ser infraestructura, así que conviene preguntarse temprano a qué trámite semanal puede engancharse el sistema.

❌ No sirve: copiar la obligatoriedad. La adopción estonia se apoya en una obligación legal y en un nivel de confianza institucional que no se consigue por decreto. Copiar la obligación sin la confianza deja los costos de cumplimiento y ninguna de las ventajas.

❌ No sirve: centralizar biometría ahora y gobernar después. Arreglarlo más tarde sale caro y el costo político se acumula. La región tiene la ventaja de llegar cuando esa lección ya está aprendida, y la generación actual de estándares permite esquivarla: una credencial que porta el ciudadano, que se presenta de a partes, con el emisor verificable y sin amontonar datos personales en ningún lado.

Lo verdaderamente nuevo es que ninguno de estos tres modelos hace falta copiarlo. Los tres se construyeron antes de que las credenciales verificables maduraran como estándares ratificados, y cada uno resolvió con centralización o con obligación legal lo que hoy se resuelve con criptografía. Una jurisdicción que arranca hoy puede tener el “una sola vez” estonio sin la obligatoriedad estonia, y el alcance indio sin la base central india, porque la credencial viaja con el ciudadano y cualquier oficina la verifica por su cuenta. De ese efecto acumulativo hablamos en cómo se potencian entre sí las capas de un stack de confianza.

Vale la pena leer esta semana

El plazo de la billetera de identidad digital europea es la historia a seguir de acá a fin de año. Cada Estado miembro tiene que ofrecer al menos una billetera certificada antes del 24 de diciembre de 2026, y las evaluaciones actuales ubican a menos de un tercio en condiciones de cumplirlo. AltID, en Dinamarca, es uno de los primeros casos en vivo, así que su curva de adopción es hoy el mejor dato público disponible sobre cómo responde la gente cuando le ofrecen una billetera de verdad.

El Digital Government Outlook 2026 de la OCDE, primera edición del informe, mide a 36 países con la misma progresión por etapas que ilustran estos tres casos: el Digital Government Index promedio subió de 0,61 a 0,70 entre 2023 y 2025, con el 74% de los componentes centrales de infraestructura pública digital ya implementados. Su recomendación principal —exigir o incentivar con fuerza el uso de bloques compartidos en lugar de proyectos aislados por organismo— es la lección arquitectónica estonia convertida en política pública.

La Base de Conocimiento de Gobierno Electrónico de la ONU sigue siendo la mejor forma gratuita de ubicar a cualquier país contra dos décadas de datos comparables antes de decidir de qué modelo conviene tomar prestado.

El acto como texto firmado

En GDE2, un acto administrativo se almacena como texto estructurado firmado, no como un PDF. Cada acto es un documento Markdown liviano con el contenido, sus metadatos y una firma digital separada del documento.

La firma se calcula sobre una versión normalizada del texto, de modo que cualquier modificación invalida la firma. Los funcionarios firman desde su billetera de identidad digital utilizando la misma infraestructura de certificados X.509 que los gobiernos ya utilizan.

El documento con validez legal es el texto firmado. Cuando una norma requiere un PDF, GDE2 lo genera a demanda. El PDF pasa a ser una representación; el texto firmado sigue siendo el original.

Dónde vive la información

GDE2 utiliza PostgreSQL 18 para almacenar los metadatos, el estado del expediente, la trazabilidad y el hash SHA256 de cada acto. El documento firmado se guarda en un almacenamiento de objetos y se referencia mediante ese hash. El PDF solo se genera cuando hace falta.

Todas las operaciones se ejecutan dentro de una única transacción. Escribir el acto, registrar la firma, actualizar el expediente y vincular documentos ocurre todo junto o no ocurre en absoluto.

El resultado es un registro confiable donde el contenido y los metadatos pueden consultarse directamente.

Una búsqueda que lee todo el archivo

Como los actos administrativos están almacenados como texto, su contenido completo puede indexarse y buscarse de forma nativa. Encontrar cláusulas, montos o expedientes relacionados lleva segundos, incluso sobre años de archivo.

GDE2 también incorpora búsqueda semántica, que recupera documentos por significado y alimenta al asistente de redacción con antecedentes y normativa relevante.

Una verificación que no depende del sistema original

Un documento administrativo no debería depender de que el sistema que lo creó siga existiendo para poder ser verificado.

Cada acto en GDE2 incorpora una firma digital CAdES sobre un hash SHA256. Cualquier persona con el documento, la firma y la cadena de certificados puede comprobar su integridad y autoría de manera independiente.

Cuando se requiere una prueba de existencia a largo plazo, el acto firmado también puede anclarse en SovraChain mediante una marca de tiempo verificable públicamente.

Esto permite que el documento conserve sus propiedades de confianza incluso cuando cambian las plataformas tecnológicas.

La verificabilidad independiente resulta especialmente importante en un país federal, donde cada jurisdicción toma sus propias decisiones tecnológicas. Lo conversamos con Mauro Solano al analizar cómo las 24 jurisdicciones argentinas construyeron una agenda digital compartida: un documento que cualquier sistema puede verificar por sí mismo es, por definición, un documento interoperable.

Diseñado para operar a escala de gobierno

Los sistemas públicos tienen una característica particular: no funcionan con una carga constante. Los picos de demanda aparecen alrededor de vencimientos, campañas o eventos específicos.

GDE2 está diseñado para soportar millones de operaciones concurrentes sin perder capacidad de respuesta.

El entorno de ejecución aísla fallas, ejecuta tareas secundarias de forma independiente y mantiene toda la infraestructura versionada y reproducible. Esto permite despliegues más confiables y previsibles.

Pero una arquitectura no se valida solo en un diagrama.

Por eso medimos GDE2 sobre expedientes reales de producción, comparando las mismas operaciones bajo ambos modelos.

El resultado fue consistente: 10 veces más rendimiento, con los mismos actos administrativos, las mismas firmas digitales y la misma validez jurídica, pero sobre una base mucho más eficiente.

La transformación central de GDE2 no es solamente reemplazar PDFs. Es cambiar la unidad fundamental del sistema: pasar de archivos que se almacenan a documentos que pueden entenderse, buscarse y verificarse.

Cuando un acto administrativo nace como información estructurada, el Estado puede hacer más con los mismos datos: mejorar la búsqueda, automatizar procesos, aplicar inteligencia artificial con contexto y construir interoperabilidad entre jurisdicciones.

Ese es el cambio de arquitectura detrás de GDE2.

An administrative act (a resolution, a permit, a notification) is the unit of work of government. If the term is new to you we published a primer on what an electronic case file is and how one gets implemented.

When we introduced the signed, structured architecture behind SovraGov's GDE2, we explained why governments should move beyond PDFs. This edition looks underneath that architecture: what is actually stored, where it lives, how it is searched and verified, and what makes it perform at government scale.

The act as signed text

In GDE2, an administrative act is stored as signed structured text instead of a PDF. Each act is a lightweight Markdown document containing the content, metadata such as jurisdiction, case number and signers, and a detached digital signature.

The signature is computed over a canonicalized version of the text, ensuring that even the smallest change invalidates the signature while identical content always produces the same result. Officials sign through their digital identity wallet, using the same X.509 certificate infrastructure governments already trust.

The legally binding record is the signed text itself. When a regulation or an external system requires a PDF, GDE2 renders one on demand from the signed source, so the PDF becomes a view and the signed text remains the record itself.

Where it lives

Storing administrative acts as text only matters if the underlying architecture is designed around it.

GDE2 uses PostgreSQL 18 as the durable registry: it holds each act’s metadata, its workflow state and its full traceability, together with the SHA-256 hash that binds the row to its content. The document body itself is persisted in a decoupled object store and referenced from the database by that hash, with the PDF generated on demand from the sealed source rather than stored as a second heavy artifact.

Every operation is executed as a single transaction, ensuring that writing the act, recording the signature, updating the case file and linking related documents either all succeed together or none do. The result is a reliable, searchable registry where both content and metadata can be queried directly.

Search that reads the whole archive

Because administrative acts are stored as text, PostgreSQL can index their full content natively. Officials can search clauses, amounts or related proceedings across years of archives in seconds instead of relying only on titles or metadata.

GDE2 also adds semantic search using embeddings, allowing the system to retrieve documents by meaning rather than exact wording. This powers the drafting assistant, which surfaces relevant precedents and regulations as context while keeping every decision under human review and digital signature.

Verification that outlives the system

Every act in GDE2 carries a standard CAdES digital signature over a SHA-256 hash. Anyone with the record, the signature and the certificate chain can independently verify its integrity and authorship, without connecting to the original system.

When long-term proof of existence is required, the signed act can also be anchored on SovraChain, adding a publicly verifiable timestamp. The result is a record that remains trustworthy and interoperable, even as systems evolve or are replaced.

Independent verifiability matters most in a federal reality where each jurisdiction chooses its own technological path, a landscape we explored in our conversation with Mauro Solano about how 24 jurisdictions built a common digital agenda: a record that any system can verify on its own is a record that interoperates by construction.

Built for government-scale workloads

GDE2 is designed to handle millions of concurrent operations without sacrificing responsiveness. This makes it well suited to government systems, where usage often spikes around filing deadlines instead of growing steadily.

The runtime isolates failures so that if one process encounters an error, the rest of the system continues operating normally. Background tasks such as notifications, PDF generation and external integrations run independently, while the infrastructure is fully versioned and reproducible, making deployments reliable and predictable.

Architecture arguments are easy to make on a whiteboard, so we measured this one on real production case files, running the same operations on both foundations. The result was consistent across every test: ten times the performance, with the same acts, the same signatures and the same legal validity, on a foundation built to hold them.

Cuando la conversación gira hacia la transformación digital, sin embargo, la atención suele concentrarse en plataformas nacionales, y el nivel de gobierno más cercano a esos sistemas críticos suele ser el último en recibir coordinación, financiamiento o una hoja de ruta compartida.

Las provincias argentinas decidieron construir esa coordinación por su cuenta. Su premisa toma la lógica central de la infraestructura pública digital: los sistemas fundamentales para prestar servicios, identidad, intercambio de datos y pagos, funcionan mejor y cuestan menos cuando se construyen para ser compartidos, la tesis que nuestro Ep. 9 con Manuel Aguilera exploró a escala regional.

En este episodio de Sovra Podcast, Lucas Jolías conversa con Mauro Solano, Director Ejecutivo de Espacios Políticos y coordinador de la secretaría técnica de FederAI. Politólogo que pasó años dentro de la administración de la provincia de Buenos Aires, dirigió el INAP (Instituto Nacional de la Administración Pública) durante más de tres años y lideró el programa de Estado y Gobierno de CIPPEC, Mauro conoce la capacidad provincial desde adentro, desde el nivel nacional y desde la sociedad civil. Ese triple punto de vista hace que su relato de la transformación subnacional sea inusualmente concreto: habla en mesas de trabajo, estándares y ciclos de quince días antes que en manifiestos.

Lo que vas a escuchar

1. Por qué las provincias son donde la transformación digital más importa

El punto de partida de Mauro es estructural: los grandes sistemas públicos que más afectan la vida de las personas, salud, educación y seguridad, son responsabilidad provincial en Argentina. Que esas administraciones funcionen bien o mal recae directamente sobre los ciudadanos. Su carrera volvió una y otra vez a las provincias, desde la secretaría de modernización bonaerense que lanzó las primeras guías de trámites y sistemas de pago, hasta una red federal de capacitación construida desde el INAP que conectó a los responsables de innovación y empleo público de todas las jurisdicciones. Esa red fue la semilla de lo que hoy es FederAI.

2. Un espacio de coordinación sin primus inter pares

Argentina tuvo consejos federales donde las provincias alineaban su agenda de modernización, primero el COFEFUP (Consejo Federal de la Función Pública) y luego el COFEMOD. Cuando ese espacio dejó de funcionar, las provincias quedaron sin lugar de encuentro. FederAI recrea la función con otra arquitectura: convocado desde el tercer sector, cada jurisdicción se sienta como propietaria en pie de igualdad de la agenda, y la secretaría técnica trabaja detrás de escena para que sean las propias provincias las que definan las prioridades. La membresía también es deliberadamente más amplia, con la Universidad de Buenos Aires, el laboratorio de inteligencia artificial y desarrollo humano de la UNSAM, CAF, el CLAD, el sector privado y el ecosistema govtech. Una coordinación multisectorial de este tipo sigue siendo rara en América Latina, y funciona con un ritmo de trabajo concreto: reuniones cada quince días, entregables puntuales, quick wins.

3. Construir lo que está debajo de la IA

Las tres primeras mesas de trabajo surgieron de lo que las provincias efectivamente pedían: interoperabilidad e integrabilidad, inteligencia artificial y simplificación administrativa. Lo valioso es la secuencia. Todos los gobiernos querían hacer algo con IA, y el primer movimiento del grupo fue mirar la capa de abajo: gobernanza de datos, interoperabilidad y la forma en que se diseñan los trámites. Después llegaron dos mesas más, una que fusionó simplificación con identidad digital (donde participa Sovra) y otra de ciberseguridad junto a la Fundación Sadosky. Es la misma dependencia que mapeamos en What Agentic Government Requires: la inteligencia en la superficie presupone infraestructura debajo.

4. La advertencia: no tecnologizar la buropatología

La frase más filosa de Mauro nombra un modo de falla que todo veterano de la modernización conoce. Si un estado agrega tecnología a procesos que funcionan mal, solo consigue que la disfunción corra más rápido. La simplificación, en su planteo, viene antes que la automatización: revisar cómo administra el estado antes de cablearle inteligencia encima. Las mesas de trabajo tratan los mejores y peores experimentos provinciales con IA como material de aprendizaje compartido, para que cada jurisdicción pueda ver cuándo conviene un caso de uso, y con qué resguardos, antes de gastar.

5. La reutilización cambia la conversación presupuestaria

La objeción clásica a la innovación pública es que no hay plata. La respuesta de la DPI es la reutilización. Hoy varias provincias construyeron cada una su propio sistema de identidad digital, y un ciudadano validado en una provincia arranca de cero en la siguiente, una experiencia que el Ep. 8 con Gustavo Giorgetti recorrió a nivel del intercambio de datos. Infraestructura compartida significa que la inversión de la provincia A se convierte en el punto de partida de la provincia B, en lugar de su gasto duplicado. Mauro enmarca el argumento de fondo en clave constitucional: el federalismo argentino se fundó en pactos preexistentes entre provincias, y acordar estándares mínimos de identidad digital, pagos e intercambio de datos honra esa lógica original. El ciudadano nunca debería cargar con la complejidad institucional, porque en todas las encuestas la conclusión es la misma: para el ciudadano, el estado es uno solo.

6. Las dos tensiones de los próximos años

Consultado sobre hacia dónde van las provincias, Mauro primero aclara lo heterogéneos que son sus puntos de partida, y después nombra dos tensiones compartidas. La primera es transformarse en medio de la aceleración: los estados provinciales acumularon capas de administración patrimonial, burocracia weberiana y nueva gerencia pública, y hoy enfrentan ciudadanos cuyas expectativas las fijaron interacciones mucho más ágiles con el sector privado y el tercer sector. La segunda es la brecha creciente de confianza entre ciudadanía y estado, visible en cualquier encuesta nacional o internacional. Su argumento optimista es que ambas tensiones se pueden atacar con el mismo movimiento, usando la infraestructura pública digital como diagonal, un catalizador que mejora capacidades y reconstruye legitimidad a la vez. Debajo de eso, señala la cuestión del talento: cómo los estados provinciales atraen, retienen y forman personas para un mundo donde el cambio es la constante.

In most federal countries, the services that shape a citizen’s daily life are run by subnational governments. Health, education, and security sit in provincial hands in Argentina, which means the quality of provincial administration has a direct effect on how tens of millions of people live. When the conversation turns to digital transformation, however, attention usually flows to national platforms, and the level of government closest to those critical systems is often the last to receive coordination, funding, or a shared roadmap.

Argentina’s provinces decided to build that coordination themselves. FederAI brings together the country’s 23 provinces and the City of Buenos Aires around a common digital transformation agenda, convened from the third sector with academia, international organizations, and the govtech ecosystem at the same table. Its premise borrows the core logic of digital public infrastructure: the foundational systems for delivering services, identity, data exchange, and payments, work better and cost less when they are built to be shared, a thesis our own Ep. 9 with Manuel Aguilera explored at the regional scale.

In this episode of Sovra Podcast, Lucas Jolías speaks with Mauro Solano, Executive Director of Espacios Políticos and coordinator of FederAI’s technical secretariat. A political scientist who spent years inside the Buenos Aires provincial administration, directed Argentina’s INAP (the National Institute of Public Administration) for over three years, and led the Estado y Gobierno program at CIPPEC, Mauro has seen provincial capacity from the inside, from the national level, and from civil society. That triple vantage point is what makes his account of subnational transformation unusually concrete: he speaks in working tables, standards, and fifteen-day work cycles rather than in manifestos.

What You Will Hear

1. Why the provinces are where digital transformation matters most Mauro’s starting point is structural: the large public systems that most affect people’s lives, health, education, and security, are provincial responsibilities in Argentina. Whether those administrations work well or badly lands directly on citizens. His career kept returning to the provinces, from the Buenos Aires modernization secretariat that shipped the province’s first procedure guides and payment systems, to a federal training network built from INAP that connected innovation and public-employment officials across every jurisdiction. That network became the seed of what FederAI is today.

2. A coordination space with no primus inter pares Argentina once had federal councils where provinces aligned on modernization, first COFEFUP (the Federal Council of Public Administration) and later COFEMOD. When that space wound down, the provinces were left without a place to meet. FederAI recreates the function with a different architecture: convened from the third sector, every jurisdiction sits as an equal owner of the agenda, and the technical secretariat works behind the scenes so the provinces themselves define the priorities. The membership is also deliberately wider, including the University of Buenos Aires, UNSAM‘s laboratory on artificial intelligence and human development, CAF, CLAD, the private sector, and the govtech ecosystem. Multi-sector coordination of this kind remains rare in Latin America, and it runs on a working rhythm: meetings every fifteen days, concrete deliverables, quick wins.

3. Build what is underneath the AI The first three working tables emerged from what provinces actually asked for: interoperability and integrability, artificial intelligence, and administrative simplification. The sequencing lesson is the valuable part. Every government wanted to do something with AI, and the group’s first move was to look at the layer below it: data governance, interoperability, and the way procedures are designed. Two more tables followed, one fusing simplification with digital identity (where Sovra participates), and one on cybersecurity with Fundación Sadosky. It is the same dependency we mapped in What Agentic Government Requires: intelligence at the surface presupposes infrastructure underneath.

4. The warning: do not technologize the bureaupathology Mauro’s sharpest phrase names a failure mode every modernization veteran has seen. If a state adds technology to processes that work badly, it simply makes the dysfunction run faster. Simplification, in his framing, comes before automation: review how the state administers before wiring intelligence into it. The working tables treat the best and worst provincial AI experiments as shared learning material, so each jurisdiction can see when a use case is worth pursuing, and with which safeguards, before spending.

5. Reuse changes the budget conversation The classic objection to public innovation is that there is no money. The DPI answer is reuse. Today several provinces have each built their own digital identity systems, and a citizen validated in one province starts from zero in the next, an experience Ep. 8 with Gustavo Giorgetti traced at the level of data exchange. Shared infrastructure means province A’s investment becomes province B’s starting point instead of province B’s duplicate expense. Mauro frames the deeper argument constitutionally: Argentina’s federalism was founded on pre-existing pacts between provinces, and agreeing on minimum standards for digital identity, payments, and data exchange honors that original logic. The citizen should never have to carry the institutional complexity, because in every survey the conclusion is the same: for the citizen, the state is one.

6. The two tensions of the next few years Asked where the provinces are heading, Mauro first notes how heterogeneous their starting points are, then names two shared tensions. The first is transforming amid acceleration: provincial states accumulated layers of patrimonial administration, Weberian bureaucracy, and new public management, and now face citizens whose expectations were set by far more agile private and third-sector interactions. The second is the widening trust gap between citizens and the state, visible in every national and international survey. His case for optimism is that both tensions can be addressed with the same move, using digital public infrastructure as a diagonal, a catalyzer that upgrades capacity and rebuilds legitimacy at once. Beneath those, he flags the talent question: how provincial states attract, retain, and train people for a world where change is the constant.

Digitalizado y digital son dos cosas distintas

Escanear un expediente en papel produce una colección de imágenes: el archivo se puede abrir, pero ningún sistema puede leer qué contiene, quién firmó qué, ni en qué estado está el trámite.

Un expediente electrónico nace digital: cada actuación es un documento estructurado que los sistemas pueden interpretar, cada firma es una firma digital verificable criptográficamente y cada movimiento queda registrado. Expediente electrónico vs. gestor documental

Un gestor documental almacena y recupera archivos. Un sistema de expediente electrónico hace algo más estricto: garantiza la secuencia ordenada de las actuaciones, preserva una cadena de firmas ininterrumpida entre organismos y expone el estado de cada trámite a otros sistemas. Si en su evaluación hay gestores documentales genéricos, esta es la línea divisoria a testear: ¿puede el sistema decirle — programáticamente — en qué estado está un trámite, quién firmó cada paso y demostrar que nada fue alterado?

Cómo implementar un expediente electrónico: los cuatro pasos

1. Marco normativo

Antes que la tecnología, la validez: una norma (decreto, ley provincial u ordenanza) que reconozca al expediente electrónico y a la firma digital como equivalentes al papel. La mayoría de los países de la región ya tiene legislación de firma digital vigente; el trabajo suele ser adherir o reglamentar, más que legislar desde cero.

2. Estructura documental y firma

Definir el formato de cada actuación (un documento estructurado con metadatos: tipo, fecha, autor, organismo) y el esquema de firma — el estándar habitual es firma electrónica avanzada en cada actuación. Este paso determina todo lo que viene después: un formato bien elegido mantiene el expediente buscable, auditable y automatizable por décadas.

3. Interoperabilidad

Un expediente cruza organismos: mesa de entradas, revisión técnica, área legal, firma final. La implementación necesita un mecanismo para que sistemas distintos lean y agreguen actuaciones sin romper la cadena de firmas — APIs públicas documentadas y un registro único de trámites.

4. Migración gradual

Las implementaciones que funcionan arrancan con dos o tres trámites de alto volumen, prueban el circuito completo (ingreso digital → tramitación → resolución firmada → notificación) y expanden desde ahí. El papel histórico se digitaliza como archivo consultable; el flujo nuevo nace electrónico desde el día uno. ¿Un PDF firmado es un expediente electrónico? Un PDF firmado es un documento electrónico válido, pero un expediente es más que un documento: es la secuencia ordenada de todas las actuaciones con su trazabilidad. Cuando esa secuencia vive en carpetas de PDFs, los sistemas no pueden operar sobre ella; el expediente electrónico la estructura para que sí puedan.

Electronic case file vs. document management system

A document management system stores and retrieves files. An electronic case file system does something stricter: it guarantees the ordered sequence of actions, preserves an unbroken signature chain across agencies, and exposes the state of every procedure to other systems. If your evaluation shortlist includes generic DMS tools, this is the dividing line to test: can the system tell you — programmatically — where a procedure stands, who signed each step, and prove none of it was altered?

How to implement an electronic case file: the four steps

1. Legal framework

Before the technology, the validity: a norm (decree, state law, or ordinance) recognizing the electronic case file and the digital signature as equivalent to paper. Most countries in the region already have digital-signature legislation in force; the work is usually to adhere or regulate, rather than legislate from scratch.

2. Document structure and signature

Define the format of each action (a structured document with metadata: type, date, author, agency) and the signature scheme — the usual standard is an advanced electronic signature on every action. This step determines everything downstream: a well-chosen format keeps the case file searchable, auditable, and automatable for decades.

3. Interoperability

A case file crosses agencies: intake desk, technical review, legal, final signature. The implementation needs a mechanism for different systems to read and append actions without breaking the signature chain — documented public APIs and a single registry of procedures.

4. Gradual migration

The deployments that work start with two or three high-volume procedures, prove the full circuit (digital intake → processing → signed resolution → notification), and expand from there. Historical paper is digitized as a searchable archive; the new flow is born electronic from day one. Frequently asked questions

Is a signed PDF an electronic case file? A signed PDF is a valid electronic document, but a case file is more than a document: it is the ordered sequence of every action with its audit trail. When that sequence lives in folders of PDFs, systems cannot operate on it; the electronic case file structures it so they can.

Does it have the same legal validity as paper? Yes, in jurisdictions with digital-signature legislation in force — the vast majority of the region today. Validity comes from the norm plus the verifiable signature, the same principle behind the lifecycle of a verifiable credential.

How long does an implementation take? A pilot covering two or three high-volume procedures can be operational in months, not years; expanding to the full inventory of procedures is gradual and depends on each agency’s volume and regulations.

Cada resolución, notificación y pase interno es un documento. Sin embargo, en la mayoría de los gobiernos esos documentos siguen siendo PDFs: archivos pensados para imitar el papel, pesados de almacenar, difíciles de buscar y costosos de procesar o verificar con el paso del tiempo.

Un flujo de trabajo familiar

Government runs on documents. Every resolution, notification, and internal transfer is a record, yet most governments still store them as PDFs—digital paper that is heavy to archive, difficult to search, and expensive to process or verify years later.

Familiar Workflows

The documents module feels familiar from day one: drafts, sent, to sign, and signed folders, much like an email inbox.

Operators create documents from templates, assign reviewers and signers, send them for approval, or submit many documents for signature at once. Every step is recorded in a complete audit trail, making adoption straightforward without changing established ways of working.

AI that works from the record

Because every document is structured text, the platform can understand what it contains—not just store it. The built-in assistant drafts communications and official acts using the case file and the applicable regulations as context, retrieving and citing the relevant legal provisions. Every draft follows the normal review and signing process; the assistant supports human decision-making but never replaces it.

The assistant is provider-independent. It can run on managed AI services or open-source models deployed entirely within a government’s own infrastructure.

Legally equivalent, independently verifiable

A signed document raises two questions that outlast the document itself: who signed it, and how anyone can confirm that years from now.

The signature here is CAdES (CMS Advanced Electronic Signatures) in detached mode, computed over the SHA-256 hash of the canonicalized text and issued with a valid X.509 certificate. Digital-signature law protects the integrity, authorship, certification chain, and traceability of a signed act — it does not prescribe a file format — so a signature over canonicalized text is fully, legally equivalent to one over a PDF. To keep the hash reproducible, the platform canonicalizes each document (strict CommonMark, normalized line endings, UTF-8 without BOM, stable metadata order) before signing.

The signer authenticates and signs through a verifiable digital identity — SovraID and SovraWallet, built on decentralized identifiers (DIDs) and verifiable credentials — binding the act to a portable, cryptographically verifiable identity rather than a single system’s user table. The signed act can optionally be anchored on SovraChain, giving it independent, third-party verifiability that survives even after the issuing system is retired .

A new document model for government

Modernization doesn’t require replacing everything at once.

Whenever regulations or existing systems require a PDF, GDE2 generates one from the signed record. The PDF serves existing workflows, while the signed source remains the authoritative version. Governments can adopt the platform incrementally without disrupting day-to-day operations.

This is more than a document management system. It introduces a document model designed for search, automation, AI, and long-term verification while remaining compatible with today’s institutions.

Durante la mayor parte de la historia de la web, confirmar la edad de un visitante significaba marcar un botón que decía “Soy mayor de 18”. Ese botón no pedía nada y no probaba nada, y un conjunto creciente de leyes hoy lo considera insuficiente.

En marzo de 2026 entró en vigor el ECA Digital de Brasil — el Estatuto da Criança e do Adolescente Digital, Lei 15.211/2025 — y, según el Senado de Brasil, exige mecanismos confiables de verificación de edad en cada acceso, dejando expresamente de lado la simple autodeclaración (vedada a autodeclaração) para contenido no apropiado para menores. La obligación alcanza a redes sociales, juegos, apps y mensajería, tiendas de aplicaciones, sistemas operativos y plataformas de video, y pide que los sistemas operativos y las tiendas de aplicaciones transmitan una señal de edad confiable a las aplicaciones a través de una interfaz segura.

La ley es deliberadamente neutral respecto de la tecnología — fija el requisito y deja abierto el método. Esa es la parte interesante para quien construye sistemas de identidad, porque los métodos obvios entran en tensión entre sí. Pedirle a cada usuario que suba un documento de identidad a cada sitio satisface la ley y crea exactamente el tipo de registro vinculado a la identidad que los regímenes de protección de datos buscan evitar. Las propias instituciones de Brasil notaron esta tensión: como recoge el análisis legal reunido por Migalhas, el Ministerio Público Federal y la autoridad de protección de datos ANPD señalaron enfoques que preservan la privacidad construidos sobre credenciales verificables, y la ANPD estableció principios mínimos — proporcionalidad, exactitud, protección de datos — que un método conforme debería cumplir.

Esta edición trata sobre la arquitectura que responde bien la pregunta: cómo una billetera digital puede establecer que alguien tiene edad suficiente sin revelar quién es ni cuándo nació.

Tres formas de responder la misma pregunta

Hay, a grandes rasgos, tres formas de confirmar que un visitante es mayor de 18, y difieren enormemente en lo que revelan.

La primera es la autodeclaración — el viejo botón. No revela nada porque no verifica nada.

La segunda es la presentación de documento: el usuario sube un pasaporte o una licencia de conducir, o se somete a un escaneo facial, a menudo a través de un proveedor externo. Esto verifica de forma efectiva, y además transfiere un registro de identidad completo — nombre, número de documento, fecha de nacimiento completa, fotografía — a una parte que solo necesitaba saber una cosa. Cuando ese registro se conserva, se convierte en un activo permanente que hay que proteger.

La tercera es una credencial de divulgación selectiva. El usuario tiene una credencial emitida por una autoridad de confianza — un organismo de identidad del gobierno, por ejemplo — dentro de una billetera digital, y la billetera libera solo el atributo que una interacción dada requiere. Ante la pregunta de si su titular es mayor de 18, la billetera responde esa pregunta, y solo esa pregunta. Este es el modelo en torno al cual se organizaron los organismos de estándares, y la versión fundacional es la que cubrimos en nuestra edición del 23 de abril sobre el ciclo de vida completo de una credencial verificable: una credencial se emite una vez, la tiene la persona y se presenta muchas veces, decidiendo el titular cada vez cuánto compartir.

Cómo una billetera prueba “mayor de 18” — y cómo una prueba de conocimiento cero va más allá

La divulgación selectiva ya reduce lo que se comparte de un documento entero a un solo campo. Las pruebas de conocimiento cero lo reducen todavía más: permiten a una billetera probar una afirmación sobre un atributo sin revelar el atributo mismo.

Una prueba de conocimiento cero, como explicó con una licencia de conducir nuestra edición de febrero sobre pruebas de conocimiento cero, descansa en dos propiedades. La solidez significa que el titular no puede producir una prueba válida de una afirmación falsa — una persona menor de 18 no puede generar una prueba de que es mayor de 18. El conocimiento cero significa que la prueba no revela nada más allá de la verdad de la afirmación. Aplicado a la edad, la billetera prueba el predicado “la fecha de nacimiento es de hace más de 18 años” y devuelve un sí verificable, mientras la fecha de nacimiento permanece en la billetera. La Electronic Frontier Foundation, al describir el mismo mecanismo, señala que una persona puede confirmar que está por encima de un umbral sin mostrar un documento de identidad ni siquiera revelar su edad exacta.

Esto ya no es teórico. En julio de 2025, Google liberó como código abierto una implementación de prueba de conocimiento cero para verificación de edad, publicada bajo licencia abierta en github.com/google/longfellow-zk, diseñada para funcionar con el formato de documento móvil ISO mDoc y con W3C Verifiable Credentials, de modo que un titular pueda probar que es mayor de cierta edad sin revelar su fecha de nacimiento ni su identidad.

Los estándares por debajo, y la UE como referencia en funcionamiento

La razón por la que estas pruebas viajan entre un emisor del gobierno, la billetera de un ciudadano y un sitio web es un stack de estándares compartido, el mismo que este newsletter ha seguido a lo largo de varias ediciones. Las atestaciones de edad se expresan usando el modelo de atributos de ISO/IEC 18013-5, el estándar de Licencia de Conducir Móvil en el corazón de nuestra edición del 14 de mayo sobre cómo funciona la licencia de conducir móvil, junto con W3C Verifiable Credentials. Se presentan a un sitio web a través de la W3C Digital Credentials API y de OpenID for Verifiable Presentations (OpenID4VP), el protocolo que permite a un navegador solicitar un atributo específico y a una billetera responder con una respuesta verificable.

La referencia pública más desarrollada es la solución de verificación de edad de la Unión Europea. Según la Comisión Europea y su portal oficial de verificación de edad, la Comisión puso a disposición un blueprint el 14 de julio de 2025 y una solución lista para usar el 15 de abril de 2026, con un piloto en curso entre varios Estados miembros pioneros antes de una disponibilidad más amplia, y la solución construida sobre las mismas especificaciones que la EUDI Wallet que se despliega en la UE hacia fines de 2026. El Manual de Verificación de Edad de la Comisión documenta el stack con precisión: el modelo de datos de prueba de edad se basa en el esquema de atributos de ISO/IEC 18013-5, la presentación corre sobre la W3C Digital Credentials API y OpenID4VP, y se está agregando soporte de pruebas de conocimiento cero para que un titular pueda probar un umbral — adaptable a 13, 18, 65 y otros — sin revelar ningún atributo adicional.

Brasil y la UE llegan así a la misma respuesta arquitectónica desde puntos de partida legales distintos: una credencial que el ciudadano tiene, un único atributo liberado a pedido, y estándares abiertos por debajo para que la prueba sea portable.

Dónde encaja Sovra

Esta es la arquitectura sobre la que Sovra ya construye. La verificación de edad bien hecha es una aplicación específica de una capacidad general: un gobierno o autoridad de confianza emite una credencial verificable, el ciudadano la tiene en una billetera, y solo se libera el atributo que una interacción dada necesita. En la práctica eso se mapea a dos capas. SovraID es el lado del verificador — la infraestructura que una institución o plataforma usa para solicitar y comprobar un único atributo, como una afirmación de mayoría de edad. SovraWallet es el lado del ciudadano — donde vive la credencial y desde donde se hace la divulgación selectiva — con la integridad de la credencial anclada a través de SovraChain. Una prueba de mayor de 18 es una nueva presentación de un tipo de credencial que esta arquitectura ya está diseñada para soportar, más que un sistema separado por levantar. La forma más directa de entender la divulgación selectiva es verlo en vivo.

Para las instituciones de toda América Latina que observan cómo el marco de Brasil entra en vigor, la lectura práctica es que el camino respetuoso de la privacidad hacia el que apuntan los reguladores — credenciales verificables con divulgación selectiva — está construido sobre estándares abiertos, compartidos y ya operativos.

For most of the web’s history, confirming a visitor’s age meant clicking a button that said “I am over 18.” That button asked nothing and proved nothing, and a growing set of laws now treats it as insufficient. In March 2026, Brazil’s ECA Digital — the Estatuto da Criança e do Adolescente Digital, Lei 15.211/2025 — came into force and, per the Brazilian Senate, requires reliable age-verification mechanisms at each access, expressly setting aside simple self-declaration (vedada a autodeclaração) for content not appropriate for minors. The obligation reaches across social media, games, apps and messaging, app stores, operating systems, and video platforms, and it asks operating systems and app stores to pass a reliable age signal to applications through a secure interface.

The law is deliberately technology-neutral — it sets the requirement, and leaves the method open. That is the interesting part for anyone who builds identity systems, because the obvious methods sit in tension with each other. Asking every user to upload a government ID to every website satisfies the law and creates exactly the kind of identity-linked record that data-protection regimes work to avoid. Brazil’s own institutions have noticed this tension: as the legal analysis collected by Migalhas records, the Federal Public Ministry and the data-protection authority ANPD have pointed toward privacy-preserving approaches built on verifiable credentials, and ANPD has set out minimum principles — proportionality, accuracy, data protection — that a compliant method should meet.

This edition is about the architecture that answers the question well: how a digital wallet can establish that someone is old enough without revealing who they are or when they were born.

Three ways to answer the same question

There are, broadly, three ways to confirm that a visitor is over 18, and they differ enormously in what they reveal.

The first is self-declaration — the old button. It reveals nothing because it verifies nothing.

The second is document presentation: the user uploads a passport or driver’s license, or submits to a face scan, often through a third-party vendor. This verifies effectively, and it also transfers a complete identity record — name, document number, full date of birth, photograph — to a party that only needed to know one thing. Where that record is retained, it becomes a standing asset that has to be protected.

The third is a selective-disclosure credential. The user holds a credential issued by a trusted authority — a government identity body, for example — inside a digital wallet, and the wallet releases only the attribute a given interaction requires. Asked whether the holder is over 18, the wallet answers that question, and only that question. This is the model the standards bodies have organized around, and the foundational version of it is the one we covered in our April 23 edition on the full lifecycle of a verifiable credential: a credential is issued once, held by the person, and presented many times, with the holder deciding each time how much to share.

How a wallet proves “over 18” — and how a zero-knowledge proof goes further

Selective disclosure already narrows what is shared from a whole document down to a single field. Zero-knowledge proofs narrow it further still: they let a wallet prove a statement about an attribute without revealing the attribute itself.

A zero-knowledge proof, as our February edition on zero-knowledge proofs explained with a driver’s license, rests on two properties. Soundness means the holder cannot produce a valid proof of a false statement — a person under 18 cannot generate a proof that they are over 18. Zero-knowledge means the proof discloses nothing beyond the statement’s truth. Applied to age, the wallet proves the predicate “date of birth is more than 18 years ago” and returns a verifiable yes, while the birthdate itself stays in the wallet. The Electronic Frontier Foundation, describing the same mechanism, notes that a person can confirm they are over a threshold without showing an ID document or even disclosing their exact age.

This is no longer theoretical. In July 2025, Google open-sourced a zero-knowledge-proof implementation for age verification, published under an open license at github.com/google/longfellow-zk, designed to work with the ISO mDoc mobile-document format and W3C Verifiable Credentials so that a holder can prove they are over a given age without revealing their birthdate or identity.

The standards underneath, and the EU as a working reference

The reason these proofs travel between a government issuer, a citizen’s wallet, and a website is a shared standards stack, the same one this newsletter has tracked across editions. Age attestations are expressed using the attribute model of ISO/IEC 18013-5, the Mobile Driving Licence standard at the heart of our May 14 edition on how the mobile driver’s license works, alongside W3C Verifiable Credentials. They are presented to a website over the W3C Digital Credentials API and OpenID for Verifiable Presentations (OpenID4VP), the protocol that lets a browser request a specific attribute and a wallet respond with a verifiable answer.

The most developed public reference is the European Union’s age-verification solution. Per the European Commission and its official age-verification portal, the Commission made a blueprint available on 14 July 2025 and a feature-ready solution on 15 April 2026, with a pilot under way among several front-runner Member States ahead of wider availability, and the solution built on the same specifications as the EUDI Wallet rolling out across the EU by the end of 2026. The Commission’s Age Verification Manual documents the stack precisely: the proof-of-age data model is based on the ISO/IEC 18013-5 attribute schema, presentation runs over the W3C Digital Credentials API and OpenID4VP, and zero-knowledge-proof support is being added so a holder can prove a threshold — adaptable to 13, 18, 65, and others — without disclosing any further attribute.

Brazil and the EU thus arrive at the same architectural answer from different legal starting points: a credential the citizen holds, a single attribute released on request, and open standards underneath so the proof is portable.

Where Sovra fits

This is the architecture Sovra already builds on. Age verification done well is a specific application of a general capability: a government or trusted authority issues a verifiable credential, the citizen holds it in a wallet, and only the attribute a given interaction needs is released. Sovra issues and verifies credentials on exactly the open standards this conversation runs on — W3C Verifiable Credentials, ISO 18013-5, and OpenID4VP.

In practice that maps to two layers. SovraID is the verifier side — the infrastructure an institution or platform uses to request and check a single attribute such as an over-18 assertion. An over-18 proof is a new presentation of a credential type this architecture is already designed to support, rather than a separate system to stand up. The most direct way to understand selective disclosure is to see it live.

For institutions across Latin America watching Brazil’s framework take effect, the practical reading is that the privacy-respecting path the regulators point toward — verifiable credentials with selective disclosure — is built on standards that are open, shared, and already operational.

Digital public infrastructure, or DPI, reframes a question governments have answered the wrong way for two decades. Instead of digitizing each public service on its own, it asks what shared layers everyone can build on. The cleanest image is a highway: a government does not pave it for state vehicles alone, but for public and private traffic alike, and what runs over it is not all owned by whoever laid the road. DPI applies that logic to identity, payments, and data exchange, the foundational rails a digital economy runs on.

In this episode of Sovra Podcast, Lucas Jolías speaks with Manuel Aguilera, Regional Lead for Latin America and the Caribbean at the Centre for Digital Public Infrastructure (CDPI), an advisory center hosted at IIIT Bangalore in India. A sociologist who came to digital government through public policy rather than engineering, Manuel advises governments while staying deliberately technology-agnostic, selling them nothing, which is precisely what makes his read useful: he sees DPI as a question of institutions and incentives first, and technology second. The conversation traces how the paradigm took shape, why India’s constraints produced its clarity, where Latin America genuinely leads, and what the region has to solve in the next five years.

What You Will Hear

1. DPI is a paradigm shift, not a faster portal. The earlier waves of digital government focused on solutions: build a system, build a citizen-facing process, build a single web page on top of the systems already scattered across ministries. DPI starts somewhere else. It treats identity, payments, and data exchange as shared infrastructure, the pipes underneath that most people never see but that everything else depends on. The shift is from digitizing the state point by point to laying foundations the entire economy can reuse.

2. Why it has to serve more than the state. Manuel’s sharpest framing is the highway. If a government builds digital infrastructure only for its own services, it has built a faster bureaucracy, not infrastructure. The test is whether banks can reuse it, startups can build on it, and a digital economy can grow on top of it. That is the difference between a government project and genuine public infrastructure, and it echoes the adoption gap that Aura Cifuentes described in Ep. 7: countries that issued digital IDs but whose citizens still carry paper, because no other institution accepts the credential.

3. The India lesson: design for adversity. DPI’s design philosophy comes from a context engineered to fail. India had 200 languages, 1.4 billion people, deep inequality, and very low digital literacy at the moment these systems were being built, with roughly 40% of the population lacking any identity document. Designing for that adversity is what forced the minimalist approach: small building blocks that each do one thing well, portable enough to run on any device. Manuel describes a postal office where a clerk with an Android phone reads your fingerprint and opens a bank account on the spot. Adversity, not abundance, produced the elegance.

4. The missing role: a neutral advisor. DPI is still an emerging field, which means most of the people advising governments have a stake in the answer: suppliers selling a product, multilaterals lending the funds, internal actors each seeing one part of the problem. CDPI exists to fill the gap as a technology-agnostic advisor that does not sell governments anything and is not committed to any single solution. Whether a government wants open source, a vendor, a SaaS model, or on-prem, the center’s job is to help it evaluate maturity, read the architecture, and avoid getting trapped in a contract it does not understand.

5. Brazil is doing it by the manual. Asked where the region leads, Manuel points to Brazil. PIX, the instant-payment rail launched around the pandemic, collapsed the barrier to digital payments so completely that street vendors now assume you will pay with it. Brazil pairs that with a national data-exchange concept that lets the state act proactively, and this year with ECA Digital (Lei 15.211/2025), which moves age verification off the user’s self-declaration and onto the platform, and builds it as public policy so any company, not only the largest, can perform the check. Brazil is also piloting verifiable credentials, including using them for age verification at national scale, an application Manuel says he had not seen anywhere else.

6. The next five years are regional. The biggest challenge ahead is integration. Manuel frames it as a citizen question: how do we make sure a driver’s license is verified automatically in any country in the region, and a university degree is recognized anywhere without friction? Latin America carries a paradox here, rich in supranational organizations yet thin on actual integration and intra-regional trade. Only Brazil, and perhaps Mexico, is large enough to prioritize national systems alone; everyone else needs the shared rails. The second challenge is inclusion: the shift to a digital economy is, in his view, close to inevitable, and the open question is whether it lifts people in or rebuilds the technological monopolies the internet already produced.

Pix ya transformó los pagos digitales. Pero Brasil ahora está avanzando sobre una nueva frontera: verificación de edad preservando privacidad. La nueva regulación obliga a plataformas que venden alcohol o contenido para adultos a verificar atributos de los usuarios sin exponer más información de la necesaria. Es uno de los experimentos más ambiciosos de infraestructura pública digital aplicada a internet abierta.

4. Las credenciales verificables están dejando de ser pilotos

Perú lanzará este año un DNI digital basado en credenciales verificables. Brasil avanza en la misma dirección. República Dominicana está construyendo identidades digitales para empresas. Lo que durante años fue una conversación de estándares empieza a convertirse en infraestructura nacional utilizada por millones de personas.

5. América Latina tiene un problema de integración, no de innovación

La región creó más organismos de integración que casi cualquier otra parte del mundo, pero sigue teniendo bajos niveles de comercio intrarregional. Para Manuel, la próxima etapa de DPI consiste en resolver exactamente ese problema: permitir que títulos universitarios, licencias de conducir, identidades digitales y credenciales puedan verificarse automáticamente entre países.

6. El futuro es una infraestructura regional de confianza

La pregunta ya no es si cada país tendrá identidad digital o credenciales verificables. La pregunta es si esas credenciales funcionarán más allá de las fronteras nacionales. El gran desafío de los próximos cinco años será construir las autopistas digitales que permitan mover personas, datos y servicios entre países con el mismo nivel de confianza con el que hoy funcionan dentro de cada jurisdicción.

El expediente es la columna vertebral de la gestión estatal. Cada resolución, cada pase y cada comunicación oficial existe dentro de uno. Son millones de actuaciones por año, en cada jurisdicción.

La primera generación de gestión documental electrónica resolvió un problema concreto: reemplazar el papel. Y lo hizo bien. En gran parte de América Latina, esos sistemas alcanzaron una madurez operativa real y se convirtieron en infraestructura crítica del Estado.

Pero la pregunta que enfrenta esta década es distinta:

¿Qué es un documento administrativo cuando nace digital?

No responder esta tiene un costo creciente. La Oficina de Rendición de Cuentas del Gobierno de Estados Unidos (GAO) documentó que el 80% del presupuesto tecnológico federal se consume en operar y mantener sistemas existentes. Los sistemas heredados terminan cobrando una renta permanente sobre la capacidad de innovar.

Nuestra respuesta se resume en tres afirmaciones:

1. La validez jurídica vive en la firma sobre el contenido; el formato es apenas un medio de representación.
Las leyes de firma digital de la región, inspiradas en el modelo UNCITRAL, y marcos como eIDAS exigen propiedades —integridad, autoría, certificación y trazabilidad—, no formatos de archivo.

2. Un documento que nace digital funciona mejor como dato firmado que como una imagen firmada.
Es más eficiente para buscar, procesar, archivar e interoperar, con exactamente la misma validez legal.

3. La integridad del documento resuelve solo la mitad del problema de confianza.
La otra mitad es demostrar quién lo firmó. Esa capa es identidad verificable.

Lo que cambia en la práctica

Menos infraestructura, más capacidad

El contenido real de un pase administrativo ocupa apenas unos pocos kilobytes. Cuando ese mismo acto se encapsula como PDF firmado, el archivo puede multiplicar su tamaño decenas de veces.

A escala estatal, esa diferencia cambia la economía completa del sistema. Una jurisdicción media puede pasar de consumir terabytes de almacenamiento por año a apenas una fracción de ese volumen. Menos almacenamiento, menos cómputo, menos servidores y menor dependencia de software especializado.

Sistemas que resisten los picos

Los sistemas administrativos viven de cierres, vencimientos y campañas. La diferencia entre una arquitectura moderna y una heredada no se ve en el promedio, sino en los momentos de máxima demanda.

Diseñado sobre tecnologías de concurrencia masiva, el sistema degrada de forma gradual ante cargas extraordinarias. Para quien trabaja en una oficina pública, esa diferencia es simple: entre “el sistema está lento” y “el sistema no funciona”.

Expedientes que pueden entenderse

Cuando el documento nace como dato estructurado, deja de ser una imagen para convertirse en información utilizable.

Eso habilita búsqueda full-text sobre todo el corpus, recuperación semántica de antecedentes relacionados, comparación entre versiones y asistencia para redactar borradores basados en normativa y expedientes reales, siempre bajo revisión y firma humana.

La arquitectura que proponemos separa el contenido de su representación visual.

Cada actuación existe como dato firmado, acompañado de sus metadatos y protegido mediante firma digital emitida por las mismas infraestructuras de certificación que operan hoy en cada país. La prueba jurídica sigue siendo la misma: integridad, autoría, certificación y trazabilidad.

Cuando un organismo o sistema externo necesita un PDF, este puede generarse a demanda. El PDF pasa a ser una representación; la evidencia jurídica permanece en la firma sobre el dato.

El resultado es un modelo más eficiente para procesar, más simple para archivar y mejor preparado para interoperar durante las próximas décadas.

No hay que tirar nada

La objeción más seria a cualquier modernización no es técnica: es el riesgo de tocar lo que ya funciona.

Por eso esta evolución no exige un reemplazo de un día para el otro. En los países federales de la región, la discusión ocurre provincia por provincia: cada jurisdicción decide su propio camino. Lejos de ser una limitación, esa diversidad permite modernizar de manera gradual y controlada —empezando por un trámite, una ventanilla, un tipo de actuación—, como conversamos con Gustavo Giorgetti en nuestro podcast.

Cómo lo construimos en Sovra

The case file is the backbone of state administration. Every resolution, every transfer and every official communication exists inside one. That is millions of proceedings per year, in every jurisdiction.

The first generation of electronic document management solved a concrete problem: replacing paper. And it did it well. Across much of Latin America, those systems reached real operational maturity and became critical State infrastructure.

But the question this decade faces is different:

What is an administrative document once it is born digital?

Leaving it unanswered has a growing cost. The US Government Accountability Office (GAO) documented that 80% of the federal technology budget is consumed operating and maintaining existing systems. Legacy systems end up charging a permanent rent on the capacity to innovate.

In the region’s federal countries, moreover, this discussion happens province by province. Each jurisdiction can decide its own technological evolution. Far from being a limitation, that diversity can become an advantage for modernizing gradually and under control, as we discussed with Gustavo Giorgetti on our podcast.

Our answer comes down to three claims:

1. Legal validity lives in the signature over the content; the format is merely a medium of representation. The region’s digital-signature laws, inspired by the UNCITRAL Model Law, and frameworks like eIDAS demand properties — integrity, authorship, certification and traceability — never file formats.

2. A document born digital works better as signed data than as a signed image. It is more efficient to search, process, archive and interoperate, with exactly the same legal validity.

3. Document integrity solves only half of the trust problem. The other half is proving who signed it. That layer is verifiable identity.

What changes in practice

Less infrastructure, more capacity

The actual content of an administrative transfer occupies just a few kilobytes. When that same act is wrapped as a signed PDF, the file can multiply its size dozens of times.

At state scale, that difference changes the entire economics of the system. A mid-size jurisdiction can go from consuming terabytes of storage per year to a fraction of that volume. Less storage, less compute, fewer servers and less dependence on specialized software.

Systems that withstand the peaks

Administrative systems live on closes, deadlines and campaigns. The difference between a modern architecture and a legacy one shows at the moments of maximum demand, rather than in the average.

Built on massive-concurrency technologies, the system degrades gracefully under extraordinary load. For anyone working at a public office, the difference is simple: between “the system is slow” and “the system is down.”

Case files you can actually understand

When the document is born as structured data, it stops being an image and becomes usable information.

That enables full-text search across the entire corpus, semantic retrieval of related precedents, version-to-version comparison, and assistance drafting documents grounded in real regulations and case files — always under human review and signature.

The case file stops being an archive and becomes a source of institutional knowledge.

The act as signed data

The architecture we propose separates the content from its visual representation.

Every proceeding exists as signed data, accompanied by its metadata and protected by a digital signature issued by the same certification infrastructures operating today in each country. The legal proof remains the same: integrity, authorship, certification and traceability.

When an agency or external system needs a PDF, one can be generated on demand. The PDF becomes a representation; the legal evidence remains in the signature over the data.

The result is a model that is more efficient to process, simpler to archive, and better prepared to interoperate for the decades ahead.

How we build it at Sovra

La próxima semana comienza la Copa Mundial de la FIFA 2026 en México, Estados Unidos y Canadá. Más allá del espectáculo deportivo, el torneo pondrá a prueba una de las capacidades más exigidas de la economía digital actual: verificar la edad y la identidad de millones de personas en tiempo real.

La razón es simple: el crecimiento de las apuestas online.

Un estudio reciente de Jumio, realizado entre 8.003 personas en cuatro países, encontró que México lidera la intención de apostar durante el torneo, con un 43% de los encuestados. Además, se espera que una parte importante de esos usuarios participe por primera vez. Al mismo tiempo, el 63% de las personas consultadas teme que menores de edad accedan a estas plataformas, mientras que el 74% considera que la responsabilidad de verificar la edad recae tanto en las plataformas como en los proveedores tecnológicos que las hacen posibles.

Durante las próximas semanas, millones de personas deberán demostrar que cumplen los requisitos para participar, en cuestión de segundos y en momentos de máxima demanda. Esta edición analiza cómo hacer posible esa verificación a gran escala sin crear nuevos riesgos de privacidad en el proceso.

La forma del problema

Durante un Mundial, una plataforma de apuestas enfrenta tres desafíos simultáneos: una avalancha de usuarios nuevos, la obligación legal de verificar que cada persona es mayor de edad y elegible, y una ventana de apenas segundos antes de que un usuario abandone el proceso.

La presión es real. Para muchos aficionados, apostar ya forma parte de la experiencia de seguir un torneo internacional, y la expectativa pública es clara: impedir el acceso de menores. El verdadero desafío ocurre detrás de escena: no está en procesar apuestas, sino en verificar identidades con rapidez, precisión y seguridad cuando la demanda alcanza niveles extraordinarios.

El costo de la verificación tradicional

El enfoque más común sigue siendo pedir a cada usuario una copia completa de su documento de identidad o pasaporte, que la plataforma verifica y luego conserva para cumplir con requisitos regulatorios y de auditoría.

Esa decisión de diseño tiene consecuencias. Primero, introduce fricción en el momento más delicado del recorrido del usuario, aumentando el abandono incluso entre personas legítimas. Segundo, ofrece una protección limitada frente al uso de documentos prestados o compartidos. Y tercero, obliga a las plataformas a almacenar grandes volúmenes de información altamente sensible, convirtiéndolas en objetivos atractivos para el fraude y las filtraciones de datos.

En muchos casos, las organizaciones terminan protegiendo información que nunca necesitaron conservar.

Verificar la edad sin almacenar documentos

Existe otra forma de responder la única pregunta relevante —si una persona cumple con los requisitos de edad y elegibilidad— sin que la plataforma tenga que almacenar el documento que respalda esa información.

Una credencial verificable, emitida por una fuente confiable como un gobierno o una entidad financiera, puede permanecer en la billetera digital de la persona, bajo su control y en su propio dispositivo.

Mediante mecanismos de divulgación selectiva (SD-JWT), el usuario comparte únicamente la información necesaria para la transacción. La plataforma recibe una prueba criptográfica de que la persona cumple con la condición requerida y puede verificarla a través de una API como SovraID, sin acceder al resto de los datos de la credencial.

En lugar de almacenar una copia del documento, conserva únicamente la evidencia de que la verificación fue realizada correctamente.

Confía una vez. Úsalo en todas partes.

Para América Latina, ser sede de un evento de esta magnitud representa una oportunidad poco frecuente para demostrar que la identidad digital moderna no es una promesa futura, sino una infraestructura disponible hoy.

La tecnología ya está lista. Lo que falta es decidir cómo utilizarla.

Next week the 2026 FIFA World Cup opens across Mexico, the United States, and Canada — and alongside the football, it sets up one of the largest age- and identity-verification tests the industry has run in years. The reason is the surge in online betting.

A recent Jumio study of 8,003 adults across four countries found that Mexico leads online-betting intent for the tournament at 43% — the highest of any market surveyed — with many people expected to place a bet for the first time. At the same time, 63% worry that minors will reach these platforms, and 74% believe that verifying age is the responsibility of the platforms and the technology providers behind them.

Millions of people will need to prove they are old enough to play, in seconds, at exactly the moment demand spikes — and this edition is about how that proof can work at that scale without creating new harm along the way.

The shape of the problem

A betting platform during the World Cup faces three things at once: a flood of new users, a legal duty to confirm each one is of legal age and eligible, and a window of a few seconds before an impatient fan abandons the process. The stakes on the age question are real — Jumio’s research shows betting has become part of how nearly half of fans enjoy the tournament, and most adults expect platforms and their technology to keep minors out. Getting verification right at this volume, under this time pressure, is the actual contest happening behind the matches.

What verification usually costs today

The common approach asks each person to upload a full identity document — a passport or national ID — which the platform then stores to satisfy its records. That single design choice carries three costs. It adds friction precisely when attention is thin, so legitimate users drop off. It does little to stop a minor presenting a borrowed document. And it leaves the platform holding a growing archive of passports, which becomes exactly the kind of database that fraud and breaches target. The platform ends up responsible for protecting data it never actually needed.

Confirming age without keeping the document

There is a way to answer the only question that matters — is this person old enough and eligible — without the platform ever holding the document behind it. A verifiable credential, issued once by a trusted source such as a government or a bank, lives in the person’s digital wallet on their own device. With selective disclosure (SD-JWT), the holder presents proof of the single relevant claim — that they meet the legal-age and eligibility rule — and the platform verifies the issuer’s signature on that one claim through an API like SovraID without ever seeing the rest. The platform stores a proof that the check passed, rather than a copy of a passport. The direction the standards are heading — zero-knowledge proofs — narrows it further still: a person can prove they are over the legal age without revealing even their date of birth. The verification happens in seconds, and the sensitive data never leaves the device. (We walked through the full stack that makes this work in last month’s edition, How Sovra is built.)

Trust once. Use everywhere.

For Latin America, hosting an event of this size is a chance to show that serious digital identity can keep pace with a global moment. The technology is ready; what remains is the choice to use it well.
