The Challenge
Nuevo León set an ambitious goal that few governments dare to articulate so clearly: one government, one click. The vision was to eliminate paper entirely and offer citizens a modern, efficient, fully secure digital service experience for every interaction with the State.
The Solution: SovraGov + Blockchain Identity
Nuevo León implemented SovraGov as the backbone of NLínea. The platform provided:
- A single digital window where the government digitalized over 300 procedures, from business permits to citizen services.
- Blockchain-based digital identity for every user, enabling the creation of Verifiable Credentials and wallet-based single sign-on (SSO) — no passwords needed.
- Integration with Mexico’s CURP system, ensuring that every user record is authenticated and unique at the national level.

Beyond Technology: Shaping Legislation
What makes the Nuevo León case unique even among digital identity pioneers is the regulatory dimension. Sovra accompanied the government in regulatory improvement, collaborating with the OECD and training the State’s team to design a digital identity law.
